Shaun Ruskin has been appointed President and Chief Executive Officer of VillageCare and VillageCareMAX Managed Care Health Plans.

New York, NY – [April, 2026] – VillageCare’s Board of Directors has appointed Shaun Ruskin as President and Chief Executive Officer of VillageCare and VillageCareMAX Managed Care Health Plans, marking the organization’s first new CEO appointment since 2009. Having served as Chief Operating Officer and most recently as Acting President and CEO following the retirement of longtime CEO Emma DeVito, Shaun brings deep organizational knowledge and steady leadership to this pivotal moment and will lead the executive team in advancing VillageCare’s strategic priorities, business operations, and enduring commitment to delivering exceptional, member-centered care.


Shaun brings more than 20 years of senior health care leadership experience, with a proven ability to drive operational excellence, revenue growth, and high‑quality outcomes. Since joining VillageCare in 2010—and returning after a brief departure to continue shaping its trajectory—he has been a unifying force among executive leaders, consistently aligning teams around a clear strategy. Shaun’s results‑driven leadership and vision for the future of managed care position VillageCare to perform at the highest level while staying true to its mission and the members it serves.

Mr. Ruskin’s proven record of strategic leadership is shaped by more than a decade of senior roles at VillageCare, as well as his tenure as Executive Vice President and Chief Strategy Officer at Centerlight Health Care. At Centerlight, he helped lead a successful organizational turnaround—strengthening quality, member experience, provider engagement, and government affairs while restoring financial strength. With a deep understanding of how managed care aligns with state and federal policy, Shaun was successful in advancing mission‑driven strategies that respond well to regulatory change while meeting the evolving needs of the communities served.

VillageCareMAX, the managed care plan of VillageCare, operates in the five boroughs of New York City, as well as Westchester and Putnam counties. It serves dual eligible and Medicaid beneficiaries 21 and older through four plans for individuals with long-term care needs: VillageCareMAX MLTC, VillageCareMAX Medicare Health Advantage (HMO-DSNP) and VillageCareMAX Medicare Total Advantage (HMO-DSNP and VillageCareMAX Medicare Select Advantage Prescription Drug Plan (MAPD) that serves individuals who quality for Low-Income Subsidy.
